I didn't know about the existence of these puzzle tours myself, but I was able to find one that describes how this works. I found this through 'Thebeachheme', with the following description. (NB: location is Opende in Friesland):
An accessible, challenging game in which all participants have a role. Young and old, doers and thinkers. In different teams, people go in search of the locations shown in the photos from a central point. The locations are a maximum of 400 meters from the central point.
To prove that the location has been found, the team sends a self-made photo of the location with the entire team on it to the Gameleader.
For each location there is a tool that can be used to find the place. You can use a compass, a cryptic description, a GPS and a map to find the locations, among other things.
Each location comes with a small task or a brain teaser. The assignments vary from solving a riddle to doing a “Minute To Win It” assignment.
The team that found the most number of locations within the project time and collected the most points from the assignments wins this challenge.
